Dr. Blackhurst received his PhD from Civil and Environmental Engineering/Engineering and Public Policy at Carnegie Mellon University in 2005. He was the Executive Director of Open Energy Outlook Initiative at Carnegie Mellon University from 2023-2025 before joining the Department in 2026.
